To Governor Doyle:

We, the undersigned, request that you do not sign senate bill #27/assembly bill #16 mandating that insurance companies cover the exuberantly expensive and invasive implanting of children with cochlear implants since their effectiveness is inconsistent and because cochlear implants are often used in conjunction with denying an infant and children the right to a fully accessible natural language.

The notion that being Deaf is an affliction and an abomination which alienates one from society and leaves the dependent and isolated is a myth and rooted in audism.

Audism is attitudes and practices based on the assumption that behaving in the ways of those who speak and hear is desired and best. It produces a system of privilege, thus resulting in stigma, bias, discrimination, and prejudice—in overt or covert ways—against Deaf culture, American Sign Language, and Deaf people of all walks of life.

Not only is there a danger that some infants and children can be harmed by cochlear implants, there is also the potential danger that people interpret this bill to mean that they must have their child implanted.

When any government participates in the attempt to create a perfect race of people and to prevent a natural language from flourishing, it is known as eugenics. We do not wish for your state to be mislabeled as promoting eugenics and linguistic and cultural genocide.

If this bill is to be signed into law it should be amended to state that insurance companies should also cover the cost cochlear implant removals for people who no longer wish to have these devices in their heads. Furthermore, it should mandate that insurance companies cover American Sign Language materials, therapy, and support services for families, infants, and children as research has shown that giving a Deaf infant and child a fully accessible, visual language ensures linguistic, cognitive, social and emotional success.

First one is Exodus 4:11 where it said that God created the Deaf and Dumb people. Dumb mean some Deaf people will never be able to speak properly. Not anything will be able to help them speak properly. Yes, not even cochlear implants will help Deaf and Dumb people to speak. If Deaf are able to speak, they are still deaf, thus will be never hear ever.

Second one and most important is Leviticus 19:14 which say clearly that God forbid anyone to curse the deaf. Curse mean to oppress, despise, look down, and put down. Oralism and Audism is wrong because it oppress deaf people.

Third one is Romans 8:28 and I Corinthians 12:18 which mean Deaf people are part of God's creation and his perfect plan. We are not a mistake. Evolution did not create us but God who love us very much.

Fourth one is Mark 7:33-34 where Jesus healed a deaf man. But understand the important point. He GESTURED to the deaf man before healing him. I believe Jesus views that deaf person as an equal, not inferior. He looked at him with respect instead of pity. He was asking for his permission! This happened ONLY ONCE in the Gospels. Jesus healed thousands of blind, crippled, sick people but the gospels recorded only ONE healing of a DEAF person. I believe Jesus set an example in how to handle a deaf person that is communicate with them through eyes & hands. Thus ASL.

Fifth one is Acts 2:6, 11; I Corinthians 14:10, 39 which refers to beauty of different languages. God said every languages are important and beautiful. Thus God created ASL and consider it perfectly proper for Deaf people to use.

Sixth one is John 9:2-3 and Romans 10:14-17, God stress on communicating with and understanding the person THAN healing and "implanting CI" on them. God prefers to present gospel to them THAN heal.

Seventh one is Leviticus 21:17-21 where there are 12 physical deformations listed that will disqualify the person from being a high priest. High priest picture Jesus Christ so he must be perfect. Deafness is not on the list! Why? God do not view us as phsical handicap but social handicap that is communication problem, otherwise, we are perfectly normal. Angel made Zacharias mute but he was allowed to conduct services for days. Luke 1:22-23.

Deaf Militants Rising!!

Its time to march, march with our black shiny leather boots. The laces colored blue representing Deaf Culture and opression dating back to Nazism. Time for us to raise our right fist and cover our ear with left hand. Shout out, "Enough is enough!!". Our shirts in camo color with yellow letters saying Deaf Militant wore upon us. War is coming whenever you like it or not. More and more babies and infants are being implanted with electronic devices called Cochlear Implant. Where is the rights of individuals and human beings? Raise your fist higher for we shall shock the world and put them into awe. For they don't know but they are destroying our culture and history. Can you see why I am putting a stop to this madness. CI this CI that CI there CI here. Cochlear Implant is one of the bulldozers that is destroying our village. There is no shame in being deaf, for God has a perfect plan for us. We as American citizens has the right to raise our fist and shout enough is enough!! Deaf people tend to get confused when i say CI is good but bad. I am a former CI user and hated every minute of it. I only did it to prove my love for my parents. Enough is enough for we shall march on down the road and shock the world!! God bless us all!!

I am Deaf, and yes it means i m disabled. But i dont see myself separated from society by that medical condition if you would call it. I use American Sign Language in my daily life and often read or write. Deaf Culture history shows we went through imperialsim, evolutionsim, and eugenicism, it s really amazing how we re still alive today and thriving!! I see alliances among professionalism, medicalization and bureacracy trying to move against individual rights. They are my enemy since I was their grand master geinea pig. Where was my ethnic rights and identity when I said no to CI? I am not what they thought I was. Deaf people like us has achieved in the last decade to expose natural ASL and has received widespread recognition. I must add that the public has been growing more aware of the FACT that deaf people have been discriminated against and denied access toward the nature and use of sign language. What more do we need to do? Perhaps one of those days Deaf Miliants will rise. Dogs tend to growl first before they bite. May I say more?

I remember as if it was yesterday, culture shock was the most painful feeling I had. I felt like an dagger went right through me. My hands was shaking and sweating, knees buckling, shoelace getting loose. My heart thumped like crazy, my eyes wide open and mouth dropped down low.
In front of me was a good friend sitting on a desk in a classroom. He was crying and his hands was on his face, elbows resting on the desktop. His favorite hat was laying on the floor. I saw his recently shaved head with those terrible hospital staples. The most damaging thing I noticed was that big cut on skin around the ear. My friend got out of the hospital. He just had an Cochlear Implant surgery. It was around 1990 when i was 14.
I stood there for like hours but only minutes, body still shaking, knowing I was next in line. Imagine how I felt that day and the days after I got that dreadful CI operation. To this day i will never forget I saw my friend's soul get ripped out. Yes, I got mine ripped out too.
Oralists tend to scorn, give pity, and often mocks. Protect my lost history and culture I must. Through violence and hate is not what I want to go, yet I must let the world see the ugly truth from the dark side of oralism way of thinking. Let the history begin for we shall tell the earth that Deaf people are here to STAY! (deaf)
